Someone commissions him, then everyone hounds the commissioner to commission him to make more whatever part that they really like.
I think it's also because I've never really seen him reply to comments or anything of the sort. So people feel the need to speak for him.

Another could be that he sometimes does them for others who haven't
commissioned and they hope to get one.
