Nop, Inari is the japanese god of fertility, rice, foxes and farming. Sometimes is represented as a fox, as a woman, as an old man or as an adrogynus person. Foxes are related to this deity cause they used to eat some of the plagues of rice fields (like insects, reptiles, etc), so ppl believed foxes were Inari's messengers and also saw them as supernatueal beings (kitsunes). Inari's foxes are white, yes, but not all of them had nine tails, a nine tailed fox just born when the fox has more 1000 years old and its a creature so wise and powerful that is almost considered as a god
