Here's an explanation by yellowson2:
"This time I bring a collab with FoxnSocks in which the timeline has been reset but an unknown error occured, so Sans has blurred memories about the past one but Frisk doesn't, ending up as Frisk not knowing what is going on but still feels attached to him somehow for his reaction"
