Vision: You did say this was a personal project, and I'm not one in the position to say what's absolute here, so I can only say what I'm seeing. It looks like the subject has a huge responsibility, or has been through some trauma. Y'know, cause they're holding a gun, and a cityscape is behind them, so it seems pretty important.
Originality: You did say it is a personal project, so I can't say that it isn't original. But to go into more detail, I don't know this character, or said time place and location (but I'm assuming Japan since I see some Japanese in the corner over there...), but there's a feeling that the piece just gives off. For me, it's nostalgia. I'd be in the car, and watch the faint yet vibrant lights of New York City around me, and then disappearing in the distance.
Technique: Do I really need to explain this? The proof is in the pudding! The shading is beautiful, and the highlighting does over or underwhelm the piece in any way, the background isn't in any way distracting, but more so complementary to the subject. The piece is composed incredibly well, and the details on the mechanical parts aren't envy inducing, but moreover inspiring to future sci-fi artists.
Impact: This isn't for a cause or charity, or to bring attention to an issue, but it's something more. Artists, YOUNG artists specifically, can look at this and be like, "Wow, I wanna make art like that someday!" and they practice, and improve, and they get good feedback and their artistic career goes up after that point. I'm saying that this has a ton of potential to inspire others.

I just don't understand how artists like you manage to get SO MUCH detail into everything, but especially the background. The number of buildings, the perspective, the sheer detail in the amount of reflections and lights. Fantastic.
