Adoptables are character designs which are created by the artist.
Commissions are character created by artist but design from what customer want.

and can adoptable also be just clothing/fashion? also does it mean that it sole belongs to the person who buys it or can th artist keep the original and give a copy to the buyer?

Adoptable can be clothing/fashion species character or anything. It belongs to the person who bought it, but for the adoptable base you purchase the rights to use it(So anyone that bought it can use).
