Am I the only one to ever notice how Discord Whooves looks more like Matt Smith than David Tennant? And no, I'm not talking about the bow tie.

Thanks I've seen Discord Whooves art but not nearly as much as Doctor Whooves, and frankly I love Discord Whooves
He's got such a charming yet haunting appearance.

Yeah. I have no clue where he came from either. I know there is a character named Discord though. Some people call him pony!Valeyard after The Valeyard from the classic series. Some people call him an evil side of Doctors 10 or 11. There's too much confuzzling stuff XD

well the Discord part makes sense since Discord has the ability to make ponies act the exact opposite of how the normally would. So a Discorded Whooves would probably be a lot like that ^_^

It's probably because Discord Whooves is supposedly the other side of the 10th or 11th Doctor.

Unless you follow the theory that Doctor Whooves is actually a 12th incarnation, in which case Discord is accurately placed in the Doctor's timeline (between the Doctor's 12th and 13th incarnations).
What fans call Discord Whooves is more accurately known as Pony!Valeyard. That is, every negative and evil thing about the Doctor condensed into one pseudo-incarnation (which is, roughly speaking, what Discord does to ponies), supposedly without the ability to regenerate due to the point of the Doctor's timeline from which he was pulled. The original Valeyard is a creation of the Time Lords, who had no idea of the monster they had created as neither they nor the sixth Doctor had any idea what the Time Lords' ultimate fate would be--and how bitter, lonely and guilt-ridden it would make the Doctor. The only one who even had an idea of how evil the Valeyard was was the Doctor himself. I don't think I've seen the pre-Time War Doctor more terrified than in that moment when the Master revealed the Valeyard's true identity and origin.

The Valeyard is the prosecutor in the sixth Doctor series Trial of a Time Lord. I think most or all of it is available on Vimeo. In case you're interested. Warning: Not the best writing, but still enjoyable enough.
