I guess it's because, to run on the mainline, it's MANDATORY for a locomotive to have a bell and whistle. That's also why he was fitted with a larger whistle: Because they thought his standard whistle wouldn't have been loud enough to be heard.

It's mandatory for all locomotives operating in North America to carry a whistle/air horn and bell. Β It's not just law here in the States, but also in Canada and Mexico.
