Meet Ringleader! Here's some info on her, taken from the lore document for this story:

"   Ringleader is both the face and the driving force behind the Carnivore Circus. She takes the form of a ten-foot-tall lady with four arms, and wears a scarlet and gold glittery ringmaster’s outfit. She is strangely flexible and can rotate 360° at the waist as though articulated. Ringleader is incredibly powerful, and specializes in illusions, mind tricks, and hypnosis.
  When asked if she made or found the other characters in the Circus, she replied, “I made them like you made your arms and legs, sweetheart”.
  Despite her significant power and potential to harm, Ringleader is generally benevolent and non-hostile outside of the Circus’s morally grey performances. She is especially merciful to children and teenagers."
