(yes he's still got the spider web effect on so he can't switch out/return to his pokeball. But if Nagrom feels it's too dangerous she can essentially call a semi-forfeit, where Harold would be allowed off the field and get some healing berries till the spider web wears off. The downside is that he cannot sub back in after that, he'd be considered "unable to battle"/fainted)
