Well, long story short, Shockwave was once a decent and beautiful Senator, who loved to look beautiful and wanted a better Cybertron. He teamed up with Orion in secret, and helped stopped a conspiracy, but was caught and taken to the Institute, where he had his emotions replaced with logic, his face taken away, and his arm turned into a blaster.
