Largely because Dusty seems to be in love with Ralph, and at least one member of the movie's cast claimed so. Of course, fangirls feel that everyone needs to be paired, so...

The whole "Kodi is gay" thing was a "joke" cooked up by one person, based on "proof" that ranged from ludicrous to completely made-up, all in the name of making Kodi "more interesting." But it's not legit.
As for Kodi and Dusty being a couple, I can take it or leave it. I think romances are over-emphasized in the media today (granted, I plead guilty to feeding that in my own small way), but I put the KodixDusty pairing into my stories because it fits on a personality basis and it works well in my plotlines.
