Sai is easier to use than Photoshop. I use SAI to color the character, then use PTS to do background and color adjustment.
At first I had some problem using sai, but now is OK.

No, because Sai doesn't have the vector-pen tool.
Anyway, you can use the tablet in SAI to create the same effects.
