(This miiiight have been inspired by the cover of 007 Spectre...)Upon seeing this movie, I noticed the lack of emphasis on the weaponry that exists in the reality of Zootopia. That's totally understandable, obviously, because Disney. However, the film does feature brief appearances of self-defense weapons such as tasers and tranquilizer guns, all of which are non-lethal. So, I imagine that the city of Zootopia has strict laws regulating the market for lethal weaponry, specifically regarding firearms.
The Zootopian Police Department is no exception, but, in order to keep its citizens safer, the government does allow officers to carry older firearms re-purposed to fire special "barb" ammunition. The barbs are encased inside traditional bullet cartridges of various calibers to accommodate most firearm models. These projectiles are designed to deliver concentrated doses of anesthesia inside any given target which can help even the playing field between the size differences of the various species residing in the city. Basically, these modified firearms are glorified tranquilizers which are usually outfitted with air compressors attached to the end of the barrel. Resembling a sound suppressor, the compressor's main function is to concentrate the airflow inside the barrel, so that when the gun is fired, the expanding gasses from the gunpowder propel the barb projectile farther and faster, improving range and accuracy.
The versatility of tranquilizing barb ammunition make them very popular with the ZPD because they allow any officer, big or small, to be equipped to handle any situation while remaining non-lethal. Specifically, the "Wallaby PPK" is one of the more popular models used by the ZPD due its relatively small size. The pistol is easily concealable by larger personnel such as wolfs or big cats, and proportionally comfortable for smaller officers such as foxes and mustelids. Other commonly used models include the Barracuda M9, used mainly by wolf officers, and the Desert Fox .50AE used by larger species such as rhinoceros and pachyderm units.
As seen in the image above, Officer Nick Wilde is featured wielding his modified Wallaby PPK in a promotional poster for the ZPD.

Hey, nice drawing!
I've also wondered what kinds of weapons were in use in Zootopia's universe. My headcanon was that they used the same weapons as humans used in real life. Your ideas were much more original, though, and I can tell you put a lot of thought into this theory.

Eh, they're ALMOST the same pistol, just one is a lot easier to fix than the other. Literally, just need a hammer to fix my Makarov if it decides to be a pain. (Soviet bloc kit is so much fun! XD)

In Zootopia, they're known as the Wallaby PPS, but you're correct, the design is based on the Walther PPK which I felt would be proportionally comfortable for someone of Nick's size.

I wish Disney implemented guns into Zootopia or at least a good substitute. I mean the incredibles had guns and that was made by Disney . They should at least have them in the holster ready but never taken out at the very least but no, nothing for the ZPD.

I like to think that the city is so peaceful that weapons to enforce law are very rarely needed.

I find it kinda strange that in the trailer Judy was shown using the tranquilizer pistol even though in the movie she didn't even carried one (as far as I remember). Even the infinity 3.0 figure of her holds one in her hand. :'D

It's not often that guns and Disney correlate, so that was no surprise to me.
In the actual Zootopia art book, you can see drawings of Nick and Judy with what appears to be pistols with suppressors attached to them. One drawing even shows Nick firing a suppressed pistol as he runs through a group of hamsters (lemmings)!

They way I see it, traditional firearms weren't used in Zootopia because while they would be effective, they're not really practical because a majority of the citizens sensitive hearing. In order to use them without the wearer running the risk of damaging their own hearing, they would all have to have silencers.

There's also the whole... well, let me put it this way. The original anti-tank guns were based off early elephant hunting guns. So, how, pray tell, does a to-scale rabbit stop an "enormous criminal" from doing whatever they want? Because, let's be honest, she really should of busted her legs kicking the rhino in the face.
I mean, tranqs are even worse in this universe than they are in real life, because the whole unreliable and slow-acting thing? Yeah, how about now you can't even be sure it affects them at all?
