Dragon attacks are common in Crostikan. Where the trex invation is a once a year occurrence, dragon attacks make the nightly news all year long. The city has several safety measures in place to try to ward of hungry attackers from above, but these systems are easily outnumbered. One dragon will trip and activate the defensive mechanism and distract it while another dragon goes to the streets.

What's the defense? Its a rod that acts in the same way a taser does. But instead of shocking a dragon out of the sky, it zaps them enough to cause irritation or slight pain, which makes them fly away. The system can hit multiple targets, but the amount of charge going to each one is greatly diminished. So if one dragon can handle the pain, the other has no problem with the small zap it may feel as it passes by on the way to the streets.

Them dragons are smart...

So that's what happened here. One man was snatched off of his balcony (which is why he has no shoes) and, in the same dive, another person was taken off of the street. This dragon will now fly away with his partner and share the catch.
