I am absolutely IN LOVE with this SFM GIF!! Iโve recently started making posters in SFM. I have one TF2 SFM poster in my gallery now. But OH MY GOSH!! THIS GIF OF SPY IS AWESOME!!! I will get used to the awesomeness of this! Despite all the tears in is flesh, and all the rips of his suit, he still adjusts his shredded tie. Spy is indeed a deadly man with class!

I use photoshop every day; but how did you achieve the effect specifically?
Did you just make a bunch of square shapes and then put them on a blending mode?

I used the marquee tool on random places on the spy then moved the selected parts to the desired direction
as for the glitchy blue/red thing, I had 2 layers on top of each other, one has the red channel on, and one has the red channel off, then I do the method I mentioned above on each layer
