Josh has a unique hearing condition, he can only hear sounds within a small radius around him, and noises out side that radius are mute. He always wear these special headphones that equalizes his hearing radius and close enough to normal.
What's special about this condition, he can also hear the thoughts of people with the small radius
He's not a TF2 OC although his design was influenced by scout

For some reason I can only hear really high-frequency sounds (like that of an old cathode-ray TV screen or computer monitor) in my left ear. If I turn my head so that my right ear faces the source of such a sound, I can't hear it anymore.
It's weird, because my left ear is also more prone to getting blocked up if I forget to clean it.
I don't even know why I said any of that ._.
It's pretty hard not to see the inspiration for this character. The way you've attached the backpack to his shirt is rather interesting... and I'm curious as to why it looks like it's got lights on part of it.
The paper coming out of the backpack instantly made me think of how the intel behaves when someone's carrying it.
