I see Twoface being the kind of person who would use revolvers, but only have three bullets loaded at a time, so that even if he gets a "bad heads" flip on "should I shoot this person?" there's a chance that even if he does pull the trigger, it comes up empty. Perhaps it's the compromise that Harvey and Twoface agreed upon (mostly going by the headcanon that Harvey is still in there, but is relegated to a voice in the head in the same way Doctor Harleen Quinzel is for Harlequin).
Just...don't hope that he asks for his enforcer's revolver, as the Tallyman refuses to allow his revolvers to be anything less but fully loaded.

I can potentially get behind the headcanon of revolvers... though I think it's stated somewhere a particular make/model of gun he uses. That being said, I also hold the 'Harvey's still in there' headcanon, it just fits better, in my opinion. I also like the differentiation between Harleen and Harley.
...I haven't heard of the Tallyman. Must do research, now~!

From what I remember, the Tallyman appears in the No Man's Land novel adaptation.
He's sorta between "named henchman" and "2IC". I'd think of him as being a Shego type of henchman. Yanno, "only in it for the money" and "subtly redirects his bosses more inane ideas"
(Aside: Do you know how hard it is to try and remember if any of the Big Names have named henches that are not moll-types? The only one that comes to mind apart from Tallyman would be Ivy's habit of naming her massive Venus Flytraps something like Seymour or Audrey. As for moll-types, there's Two-faces Pleasure and Pain duo, the Riddler had two called Query and Echo and the Joker has the infamous Harley Quinn)
As for the differentiation between Harleen and Harley, I kinda got that from Harley's DLC in Arkham Knight. Stay in Psychosis Vision for long enough and you hear Harleen try and talk Harley down, only for Harley to insult/repress Harleen

Novel? Okay, then no wonder I hadn't heard of him. I haven't even found enough No-Man's-Land to say that I know the general plot flow, so... eh. I did do some research, and apparently there were at least two 'Tallymen', not that I managed to find much yet on the other one.
There can be a really fine line between the two, can't there? Though, what I found about the guy you're talking about suggested more '2IC' than simply 'named hench'. Considering he had been and was still a merc, the 'in it for the money' makes sense.
...Question, where's 'moll-type' coming from? I've never heard it before. I can understand something of what it means [basically 'themed hench', right?] but it kinda threw me for a loop. That said, I can definitely see your point... especially when different continuities have different mixtures. That's even more annoying.
I thought it might be coming from that, as it's the first time I remember coming across it for her. That said, I have yet to actually hear it in context, but that'll be changing soon, hopefully. Truthfully, though, it does make sense. 'Protector' personas are [relatively] frequent when traumatic events alter the mind that much... and that's more or less what that is, with a sort of dark twist.

I kinda made up the "moll type", mostly because there really isn't a way to describe figures like Harley who are pretty much "The Bosses arm-candy". Shego is DEFINITELY not a moll-type, as she's in it to see how idiotic Drakken gets and the fights with Kim Possible
"Moll" is a term from gangster films. It tends to refer to the girlfriends of gangsters. Said girls tend to be gold diggers and will dump their boyfriend if they can't keep them in the manner in which they expect to be kept accustomed to.

Aha... That may explain why I didn't recognise it --gangster films have never really been on my radar.
As for which characters fit that kind of description, I suppose it really depends on what's done with them. Harley began as that, but since grew into her own separate character. For the others you've specifically mentioned, to my knowledge it's different in different exact representations. Then again, my exposure to those particular ones is rather limited... -shrug-
I'll take your word for it in Shego's case, as you've got more experience with that series than I do. I've only seen a handful of scattered episodes, after all. In what I /have/ seen, she seemed to be more or less exactly as you say.
