Well, lets start with the basics of proportions. His left arm looks the good size, and the perspective was executed well. His right arm however, looks too short. By looking at what you wanted to make with that arm, his arm/hand should of been draw smallest the more it reached the drawing's edge. Now, the fingers at the end of such hand are well done. Good job.
However, about his left hand; Hands are hard. There is no palm visible, it looks like you connected the fingers to the wrist. Here's a easy tutorial on drawing hands, which consists of starting with 2 circles ♥ [link]
The last anatomy problem I need to point out is that you made his neck too long. When using a scarf, you don't see the neck of the person. Try to look at him and imagine it without the scarf. A neck should be a little less of 1/4 the height of the characters head.
Next is flowing. Looking at his clothes, I see you wanted to make a flowing movement. In his clothes and scarf, this is very well done, good job ♥ You did forget something tough: His hair. Hair also flows with wind. His looks static. Normally, dirty hair does this. I don't know if this intentional or not, knowing Kenny is a pretty poor character, but I thought it was worth mentioning.
The light source: I really like how you managed this. It looks like some parts of his body have random shadow spots because of the clouds above him, and that's great.
The background: The clouds above his head looks pretty good, the ones below, not that much. They look a lot less soft and appealing that the ones at top.

All in all, you need practice in perspective/Foreshortening, and some proportions as well. But a good vision and idea. Cute execution ♥
