well, that depends of the point of view.

since episode "6acv26 - reincarnation" exists, you can say that he is character of the futurama universe, however, that episode is a non-canonical one , since it is not part of the futurama main story, like the "anthology of interest" and the "futurama holiday spectacular". in fact, he is a character only known in the action delivery force segment as leela's brother, but in the main universe of futurama, that brother doesn't exists .

however, since he appeared in the series, is like an hybrid, a real character in a non-canonical futurama episode.
