Boy, I made these several years ago. Hm... I think I started with a solid circle in the middle and proceeded to use a bunch of filters (like zoom blur, distortion, and probably others) until I got the desired effect. I wish I could remember the steps, but sorry, I don't.

I might try to recreate it in GIMP, since I don't have Windows these days (I threw it away to run Linux full-time). Either way, I'll let you know!
