i'll try to explain it the best it can
1- take the base image (i have a link) & open it on GIMP or Photoshop; or paint if you dont have either of those. (i used GIMP)
2- add the colours to each frame
3- save
.. ok for the next part, theres probably a simpler way to do this but this is what i did...
4- open the coloured one in paint
5- use the select tool around the first frame, make sure you only select on the black lines of the box
6- copy
7- open a new paint document (or whatever its called)
8- paste onto new paint; if the canvas (white extra part) is too big then make it smaller to fit around the frame
9- save
10- open new paint
11- repeat with the rest of the frames until you have 11 small frames
...
theres how to make them.. i'll put in another reply after this one on how to animate them.. sorry if you couldnt understand some of it Dx if you have any questions i'll try to explain it better

ok, here's how to animate them...
1- go to iaza.com (i have a link)
2- click on load image (its right in the middle of the screen you cant miss it) & put in first frame
3- after that loads, under 'Create' the first option should be 'Frame Animation' click on that
4- open the rest of the frames in order
5- scroll down to where it says frame speed & loop count
6- set frame speed (i did 1/10 second)
7- set on infinite
8- click create
9- there it is! all you have to do now is right click on it & save!
..
I hope that was easy to understand, i really suck at explaining Dx, again if you have any question, please ask!!

oh, after you open it on paint, dont forget to do the select tool around each icon.. then copy & open in a new paint

im on gimp I put it on each then right clicked and said save as... but when I loaded the files it had the whole picture :C

wait wait wait!!! after you do all the colours on gimp, open it in paint. then open another blank paint.. THEN use the select tool to select each individual frame, copy. then paste on the BLANK paint
