Yes. Unfortunately they replaced his voice over with a French one but soundtracks of his dub can be found to this day on YouTube.

It was a rather good show actually; I originally wasn't crazy about the 13 Ghosts series but I turned around on it and Scrappy.
I actually wrote a fan fiction series version of that series without Scrappy Doo and with Fred and Velma(and Flim Flam).
It was rather tricky to write a series that had no Fred and Velma and actually insert them into the plots and such, but I think I handled it well. I'm actually underway with re-writing my first stories and introducing some different plot points then the actual series, including Fred being a Warlock and learning magic under Vincent Van Ghoul believe it or not.

I loved Vincent Van Ghoul, and liked 13 Ghosts for more things than not. Yeah, it had its flaws as a show, but it was a fun continuation of the original show, the likes of which I don't think we'll ever see again (Shaggy hanging with Daphne exclusively!). I think this show and Scrappy Doo get blamed as scapegoats for the brand losing its steam, but that's too bad a rap. It was fun to see little references to the 13 Ghosts in Mystery Inc. (my favorite Scooby cartoon since the classic era).
