As we all know, when Rose left, we were all brought to tears. Then, after crying our eyes out, we... or at least I for this matter... wanted to punch the doctor in the face for not taking the time to say those words that Rose wanted to hear... "I love you."

Okay. Okay. Perhaps he didn't have a whole load of time at that specific moment but he had other perfect opportunities like before he sent her to that parallel universe and she winded up coming back to help him, instead. Or... in the Satan Pit. He wanted to say something then but decided not to.
