The darker blue guy is a dog with really long ears and the lighter one has horns. Neither have tentacles.

They used to be horns, according to one of the NT Editorials, but recently TNT seems to have changed them to tentacles/head-tails of some sort in many of their plots.

It says on the Neopet Wiki that the Acaras use those "horns" or "head-tails" to hear better underwater. It's why they're such good swimmers ^^ Though even without that knowledge they still look pretty cool on them
