By 2045, the polar ice caps have melted enough to completely change the coast lines of all major landmasses on Earth. The population declined for a period but has begun to rise again. Tenable land appropriate for building is in short supply. Fortunately, most other problems have been solved. People eat from culture-grown foods, even meat is now mostly made in a laboratory. Energy is beamed down from space from satellites absorbing massive quantities of sunlight. Governments have coalesced and now work towards a better future working in concert with one another to preserve what resources they have left.

And yet, this isn't a golden age. With the land reduced and the population once again on the rise, the government thought they would step in like they had with everything else and the people let them. After all, the corporations had wrecked the world and left it in pieces. But there isn't enough land and no one can agree how to resettle the excess populations. Space travel is years away. The governments of the world allow for people to buy back the land but heavily regulate the price so that profits are low. All of this is bad news for Vincent Lorelli, who absorbed his father's failing real estate company.

No matter what he tried, Vincent found himself shackled to a company he could neither save nor walk away from. As fate would have it, Vincent ran into an owl capable of magically reducing space into small pocket dimensions, but only while she was in contact with it. When Vincent saw the sheer depth of Ramona's appetite, a plan was hatched and thus the living city was born.
