Ahaha it happens in the first few mins of the movie, where he feels he cannot escape the judgement of God. I feel it's more of a driving force for his actions than lust is. The reason he cannot act on his lust is his fear of God. He is also nuts, but, since by the end of the movie he'd even kill his adoptive son to 'save him'. You take away 'God' from Claude Frollo, you take away much of his plight.
