wow you've gotten really really good!
i had a go at gimp, i downloaded it for the fun of it, and hadn't a clue.
i tried cutting out a horse, but didnt get very far so scurried back to photoshop xD

aww thanks i was so confused the first time i downloaded gimp that i uninstalled it. thankfully i gave it a second try, armed with tutorials xD i downloaded photoshop cs3 and had the same results so i ran back to gimp

You gotta teach me how you did the waves. Do you have a downloaded brush?

the waves are brushes- im not soo sure where i got them. i know i went to resources and typed in either 'water' or 'splashes.' i used th epaintbrush at 100% opacity on a new layer and messed with the settings until i found something i liked. as for the rain, thats pretty simple
-on the picture you want to add the rain to, make a new transparent layer.
- go to filters>noise>RGB
-you can leave the red, green, and blue as is or mess with them to see what you like. the alpha makes the rain as dense or light as you want it
-click okay. it will look like a ton of little dots all over your image, that's good
- go to filters>blur>motion blur and set it to whatever you want it to be
-hit okay again
-hmm more than likely your rain is black, which is pretty unrealistic. go to colors>invert to make it white
-since its on a separate layer you can change the mode and the opacity to match whatever you want
hopefully that made sense xD
