Remember that this is an animated series.
Series with many episodes tend to diminish the details for facilitated animation frames and finish on time.
Moreover, the animated serie was not designed by the original creator.
If it was done for him, I'm sure he would give more importance to these details.

Stupid question here, I'm not very far in the series... But in the version I'm watching, her tail was shown in two pieces of Episode 5, and not at all in Episode 4. None of the other Wau even have tails so far. Did they get edited out? Why does she have one sometimes? I'm so confused!! @_@;

I also did not pay much attention to this detail.
But, I think it was just lack of attention from the animators or it was done purposely to facilitate the animation.
Anyway, in the original sketches of Kajishima(Tenchi's creator), both Elma and others Waus have tail.

And now in Episode 23, Seina visits a Wau village with a large variety. A few have tails. And the interesting thing were the three babes towards the end (Yay Elma was in the episode!). They had a set of vestigial nipples? O.o; (And two-colored fur which was already different)

I have seen up to episode 22 now, and outside of Elma (whose tail was in-shot just SLIGHTLY in her first appearance, tail base) there have only been two Waus with tails. The bushy tailed fox-like tribal creatures during the hunt for good luck, though I'm not sure they are Wau. And then one instance after that with a swim-suited Wau that has a skinny purple cat tail. So my real question is, what sort of variety does this race really have?
As for the amount of attention the anime shows, it varies. Some crowd scenes are random between subsequent shots, and some hold the same exact characters in different angles (like a scene I saw, I believe, in the modeling episode with Amane's parents walking through a hallway. It cuts from a mostly top-down view of the hall to a sideways view that passes by the same set of crowd characters.)
That doesn't explain why Rajau has no tail, but really the question comes back to how much variety does the Wau 'race' have. Muzzle shape, species influence, tails, etc.
On another note: Go away Ryoko, come back Elma!!! XD

Well, her name in Japan (in other words: where she was created) is "Eruma".
When the series came for the USA and Europa, her name adjusted itself to "Elma".
In some places, she's called "Erma", but I don't know why that.
I think it's just a misspelling...

Just so you know i did a little research on Erma and it turns out she is a lion. I don't remember exactly where I read it but I know I read it somewhere on the internet.
