Super rushed, but I wanna go to bed hahaVenus De Milo was a Ninja Turtle with breasts img4.wikia.nocookie.net/__cb20… and Mona Lisa was a lizard with breasts img1.ak.crunchyroll.com/i/spir… so the design choice is technically cannon to the series. Reptiles in this universe can have all the pointless, nonsensical boobs they want XP (or don't want in R2's case lol).

Since she was raised by Triceratons in an atmosphere where she could not breathe, when she came to earth she just kept it because she was used to it. It's like a security blanket, she had almost suffocated in the past with it breaking on her so she is just more comfortable wearing it no matter what

Depending on which Turtles universe we're talking about, it's either a silly nickname meaning "Raphael 2" (with her Triceraton-given name being Terrapin) because she admires and looks up to Raph as a role model, or in the 2014/2016 movie universe it means Rennaisance 2 (like Project Rennaisance in the movies)

I think it makes sense. They have a humanoid mutation that makes them more resemble a more human appearance. If you go by 80s logic, the mutagen uses the dna of what you have recent physical contact with, and the turtles had contact with humans more than likely before splinter.
