No real story, actually. A lot of refugees from Eastern Europe have come to Germany during/after der Eurowars, and there are quite a few Ex-Neosov Soldiers (and their gear) still in the AGS.

To the South of Hamburg lies "Wildost" (Wild East), a ghetto of half-sunken ships, rusted containers etc. which is both home of A LOT of Russian refugees AND a great hiding place for submersibles or other smuggling craft.

Plus, Hamburg is half-sunken too (the German Venice) so moving through it by submarines is a "common" practice in the shadows of the city.
