Well, I do believe that she's fake, imagined by James, because he was searching for Mary (and he was sexually frustated). I don't have a big knowledge about Silent Hill though (I'm still playing the first game), but I do believe that she's actually fake. Her and Mary's voice actor are even the same. They are basically the same, but Maria is just sexier.
However, Silent Hill 2 (and the other games) do have different endings. You'll get an ending, depending on your actions throughout the game. And one of the endings, James goes away from Silent Hill, together with Maria.
But still, in my opinion, Maria's fake.
