There could have been a time where Dawn was once good, just like Judy who only wanted to be loved and accepted like everyone else, but because she was the "easy prey" type of animal, other predators made it difficult for her, which would explain most of the reason she is broken.

Well I think it is heartfelt and sweet because despite what Zootopia revealed, I just can't bring myself to hate Bellwether because she is like other villains I can't help but feel sympathy for, knowing nobody is born evil. Something in their life triggers it, and not just because of one thing.

I agree with you in so many ways. Especially because you can see her getting mistreated in the movie. You can see her getting her dreams crushed and her hard work Β getting unappreciated. I think that despite the fact that she was obsessed with power, deep down she was probably another abused and broken soul.Β

I'm fully aware that all "villains" have tried to do something to the heroes, but not all of them have done that because they are evil to the core, but they are lost, scared, confused, or blinded by negative emotions of anger, bitterness, and unforgiveness from what happened in their earlier life that triggers this sudden hatred, making her a sympathetic broken soul. While she does need to serve time in prison to think of what she did, she doesn't deserve the death sentence. I would also hate for her to be bullied and harassed viciously by predator inmates.
