I was wondering if someone would ask that
They aren't, their looks are pretty coincidental. I didn't think of Tyg's design when designing the Elder, so only when I drew them together (which was too late) did I notice the similarities

XD The only way they could be related is through a brother or sister of Drakuis; he left the Empire 550 years ago or so (he's about 600 now) and he couldn't have possibly returned without being killed like everyone else. He left no mate or children behind, either; he was pretty young when leaving the Empire with the expedition group.

xD I have no idea if I ever came up with an actual date for the Empire's founding, but it was quite a few thousand years ago. That isn't too long in a dragon's life span - the US is about 10 generations old (30 years each) for humans. The Empire would be 10 generations old if it was 6,000 years old for dragons.

Kai (you remember him right? XD) has been around since a time rift formed his home planet. In years he'd be somewhere over 100 quadrillion years+ compared to Earth. So yeah, when Kai says he's been around for a long time, He's been around a Long A** time XD

Looks like Drakuis, perhaps! Albeit an irascible form of him. I notice a dominant/submissive stance between them, which I'm guessing is something that happens between different age groups. In the last panel, it looks like Tyg's neck is being bent down by some kind of sheer mental magical force of the elder's gaze.

As for age groups, Elders are very, very respected for their knowledge and survival and so generally have a much higher societal rank than any other dragon. Tyg here is mostly just intimidated, though, considering Drakuis is literally twice her size.
As for the last panel, Tyg is supposed to be lowering her head in sadness and shame.. but that works too
