Yeah, they are.
Rakiter is Ruskaer's father:
"Do you know who was the last? Your sire, Ruskaer!" - Nezrik to Ruskaer on aiding an escapee
"Your father, Ruskaer..." - Nezrik, preluding next link
"Rakiter!" - Karissa, Ruskaer's mother; gives us Rakiter's name
And Rakiter is the brother of Iyress:
"...who was Iyress's brother?" - Ruskaer
"Rakiter, a drake from the Empire." - Lira
The prologue is narrated by Nezrik to Ruskaer, technically, but we fade from Nezrik's narrating into the actual event between the first two pages.
