Well that may be a reason why she is not such a great flyer if she was in human form. The reason why so many show RD as a flat-chest is because that way she can be way more athletic and have better control over her own body.

Actually i always wondered why Shy is always portrait with "tig o bitties". I mean RD is done with a small chest n tight ass to follow up on her being athletic/tomboy (also why is she thought of as gay)

I guess it's because of her personality. I beautiful body goes well with her beautiful personality. It also makes sense story-wise, given the events in Green Isn't Your Color. I doubt a plain girl could become such a popular super model in a short amount of time without even trying.
