As for the actual source... Unfortunately I'm not exactly sure. Other hardcore Mario fans such as myself would most likely guess it's from the Super Mario Amada shorts that aired in Japan; short stories based on Japanese folktales with Mario characters playing certain roles in said stories. This one's only a few seconds long and seems more like a general situation that would happen at any point in the overall series. If it is from the Amada series, I'm not sure which one...
Another guess would be a Japanese commercial for one of the Mario games; while the U.S. got some pretty weird, off-the-wall commercials in the 90's, Nintendo's Japanese commercials featured these awesome animated shorts that make you wonder why they didn't just give us a full-on Mario anime (for example, the Japanese Mario Kart 64 commercial). However, I've seen most [if not all] of those commercials, the GIF isn't from any of those.
My only other guess is that it's from "the epic, super awesome Mario anime we should've gotten alongside the Pokemon one, but never did". I mean considering how visually great the Pokemon anime (both the main one & Pokemon Origins/Generations) looks nowadays, imagine THIS getting the same treatment! And it definitely would've been a hit; Mario's already well recognized worldwide, skepticism for the show would've been minimal at best! If THAT IS the case... I'm heartbroken...

That's weird that they don't show the resources for it. It would've been nice to see another Mario show today. I really enjoyed watching the Super Mario Bros Super Show.

No problem! I've actually found out the source recently; it's from an anime short called Mario to Yoshi no Bouken Land. It's basically a retelling of Super Mario World, but it wasn't a full series either. It was a interactive VHS video so sadly that confirms that this was a one-time thing...
Despite this, I really hope Nintendo decides to go all out with a Mario anime sometime!

Same here! I found two videos that were subbed, not dubbed on Youtube. But they'll suffice for now.
At the moment, it's the Super Mario Bros Super Show and the 3rd one that'll keep the entertainment.

Ah, lucky you! The video I watched didn't even have subs, all I really recognized were the character names and commonly used Japanese phrases (such as "iku zo", which apparently means "Let's go").
