You can visit ezgif.com and go to "Split Animation" to reduce some of the frames used in order to get down to the 15 x 15 kb. It's better than reducing color use because the picture ends up looking very blurry.
Just save the image on your computer and edit it (after uploading it to) ezgif.com.

Yes, it actually is! My current icon is the optimized version of it. The optimized version has more color reduction, producing a fuzzy result.
