Rage mostly get's in a unstable state when he transforms due beign the first of being a half human half saiyan. Basically his powerlevel starts freaking out as it highers and lowers rapidly.

Rage was more in a "rage" then Gohan was and as being the first half human half saiyan his emotions got out of control causing his powerlevel get unstable giving a bad effect on him causing merely chaos and destruction to his surroundings.
