...more like a Ki Sword, like what Vegeto used on Majin Buu. None of the characters could really use the elements like wind, fire, lightning and thunder to attack others or even summpn them.

Well it is kinda like that but since Rage learned how to use the electric sparks around him from SSJ2 and up, he can merge it with his ki, he is also capable of summoning water and fire dragons but that would just drain too much energy for him to use as a move like this.
