Hello again, I think I will give this a look as well.
Although this is pretty simple, it is still quite thought-out, and well done. It not only gives a basic idea of how to make one of these ponies but also explains how they work in the MLP universe (if they were actually in the MLP universe.)
I also like how creative the name is, and the idea itself is simple yet interesting.
Basically, you made guardian angels of the pony world, yet they themselves are still ponies, capable of having their own problems and even a type of death. I would like to know how many "assignments" one of these could have in a lifetime, though, so that's something to think of for the next time you do this.
Furthermore, I like how you elucidated on the color choices---it is nice to know the basic idea of what color to choose to be able to think of something quicker. I would like to know a bit more about how these ponies came to be, though.
Furthermore, I would like to see you do some art that looks a bit more hand made to give it more originality and technique, but even now it is pretty good.
Keep dreaming up stuff like this!

I figured I'd answer the couple of questions you brought up here.
Transeaternas don't have a set limit of assignments they can be given. They live very long lives unless something drastic happens (such as a large-scale battle with an enemy or something), so they generally take as many assignments as they can. I'm actually thinking about turning the regular Transeaterna ponies (the non-Royal ones) into ponies that have shorter lifespans, probably only twice a normal pony's instead of Celestia/Luna-size lifespans, so the amount of assignments those ponies would get would depend upon how long the assignment goes on. Sometimes the assignments last a day or 2; sometimes they last a lifetime. It really just depends.
I'm not really sure how the first Transeaternas came to be just yet; more than likely a spark of magic or something created them out of spacedust or something. I'll try to work on that at some point, but with as many projects as I have going on it'll probably be slow going.
As for by-hand pictures, I haven't done anything Transeaterna-wise for quite a while and at the time that I had less by-hand abilities digitally than I have now, and no way to upload images from my sketchbook very efficiently. If I ever find the time and energy to finish working out the world building for Transeaternas, I'll definitely keep that in mind. (Mostly because it'd be cool for Transeaternas to look different from normal ponies besides the obvious.

Well, don't give up, okay? There are those who are willing to draw things for you for free, or for pay, so maybe you can get one of them to do it, or get tips on drawing by-hand so you may do it yourself. By the way, try watching speedpaints on youtube---I learned almost everything I know about using digital paint programs from them, and they inspired me. Don't give up!

Oh, the drawing itself isn't the problem. It's the motivation that gets me; my creative energy doesn't usually come in long steady streams that allow me to work on a project systematically for a medium length time and actually get it done. Instead the best way to describe my creativity is more through energy spikes- every so often I'm suddenly inspired to work on this or that project and get a whole bunch of stuff done in a short amount of time, but then the inspiration dwindles for that project and I move to another one, leaving the project for another energy spike that could come in a week or in a year. I have no way of knowing when I'll be inspired for that again.
Eventually I'll learn to push through the energy... drop, I guess is the best way to put it, so that I actually get stuff done in a reasonable amount of time. For now, though, random energy spikes it is.
The ref sheets are the product of my last energy spike for my Transeaterna stuff; right now my energy is mostly focused on art for the Ever After High fandom (even though I'm honestly not doing much art there either) and on school projects. (I'm trying to get into college and creating a portfolio is top priority right now; fun art is kinda on the wayside at the moment.) Hopefully, though, the Transeaternas will get another energy spike soon (probably brought on by your critiques, as a matter of fact!) and I'll be able to actually finish the ref sheets and world building and maybe even create some freehand art for Seers and Transeaternas.
Who knows though.
And maybe I will be able to find someone to help me out with the species, whether through art or organizational help in the group. Either way, it'll get there eventually.

They're still a work in progress, but if they come from one of the 12 Legacy families then the short answer is Yes. The long answer is: Seer ponies from the 12 families, through genetics, generally follow the theme of their particular family in terms of appearance. (For instance the windy-themed family characters have lighter blues and wind-themed names and cutie marks, the earth/forest family is very natural in their appearances, etc.) Obviously they don't all look exactly the same, of course, because genetics don't work like that, but the Seer families' genetics were actually altered in such a way that their appearances look more similar than most pony families would. This is also aided by the fact that Seer ponies from the Legacy families tend to stay within the families, and with the way the genetics work each child usually looks like either one branch of their family or the other. (A wind-themed pony and an earth-themed pony would generally have a foal that looked more like either one of the other, with color variations from the other parent.) There IS the chance that a Seer from a Legacy family will create a relationship with a pony outside one of the 12 families, but this is very rare and the outside pony is usually a non-Legacy Seer. Speaking of non-Legacy Seers: they do not have a set type of appearance and can look any way the creator likes. Non-Legacies gain the Sight through genetic mutation and are much more rare than even Legacy Seers, which are rare in and of themselves. (The 12 Legacy families descend from 12 original Seers who were given the Sight by the first Transeaterna King, seen in the Royal Bloodline picture you critiqued before.) Non-Legacies don't have a super fundamental change to their genetic make up, they just have a small genetic mutation, hence why they don't have designate appearances.
There actually is a Seer reference sheet in the works (that I haven't worked on in, like, forever) that gives a bit more information, but like I said it's incomplete and subject to change. You can also buy a pre-made character from the adopt sheet that can be found in the group. (Just a suggestion.)
