the 2 times i downloaded it i couldn't get ANYTHING done right. I couldn't get brushes to work right, layers, or anything. it was just way to complicated for me so I avoid it now. it's sad because I know it's a great program it's one of the best but for me it's out of my patience.
I'm literally an idiot when it comes to programs. that's why i am still a traditional artists despite spending like $75 on a tablet to try digital.

oh no I am, with me i have very low patience with anything. if I can't get it to work right in 5 minutes, I trash it. sadly PS is just too advanced for me. it's no big deal tho i hardly even draw anymore so not much need for it.

I don't think GIMP can create vector art.

You can use vector paths during editing and save them either with the .xcf or as separate .svg file. But it would make more sense to use Ponyscape for such things.
