You can draw many slightly different images of the thing you want to animate and then use GIMP (free). Each layer will be a separate image and then you can animate it by setting how long each frame will run for before switching to the next frame. I probably didn't explain it that well ^-^'
You can look up animation tutorials in DA and online. =3

Yeah, GIMP is what my twin uses for pixel art/animations.
