It's really interesting, how same type combinations can lead to such different Pokémon. Marill and Azumarill might have the same combination and yet they are so very different from this. 
There's that small new fin on its tail but I wonder, why just on the yellow side and not on the light blue one. Dunno if you thought about that and didn't like it but that's a detail, which came to my mind. Also the mask looking part could have a third set of spikes. Maybe the same color of its head? At least I see some space for that between the ones present.
Sorry if you had those ideas yourself and didn't use them due to not liking them or considering that as overdesigned. Just felt like giving my two cents about, what subtle yet noticable additions it could get.

Honestly I did try both of those, a 2nd little fin, on the green side, it was too much, and it being on the underbelly makes more sence for a water creature, I tried a 3rd horn too, but it made it look more dragon like than fairy, I tired it on the mask tho, maybe I will experiment with the actual head tho!

Indeed the differences are more visible with them being together. Makes me feel better about Shoacean and I like it more now.

Lol yeah, you was just looking at the form by its self, so its hard to see actual changes, thats why I did evolution singles to show the real changes!!

Lol not necessarily your view, ur mind just saw that the colors are mostly the same, and so is the body shape, unless you have a real keen eye for comparison, yu did what most ppl would do, think there isn't much change!! lol!

Still it kinda is a fail on my side as I usually notice details better because I often compare the progress between evolutions.

Lol well it's really hard to go serious Fairy, speacilly when theres almost pink in every fairy type, I think the only mean looking real Fairy type is Grandbull, n he's not that mean looking haha

For me it ain't a problem. I love most Pokémon out there. Only the likes of Stunfisk, Snubbull and Mr. Mime are not that good for me.
