Posting a relatively old drawing I did some time ago.

It was my first time drawing dinosaurs seriously so please don't be mean U_U

Scary Monsters from the series Jojo's Bizarre Adventure looks like an utahraptor or dakotaraptor, but Araki drew him with the "Jurassic Park look" aka only scales, no feathers, sohere's my take on a revised Scary Monsters according to what we know now about dinosaurs. I didn't draw him fully feathered so his design didn't deviate too much from how he looks in the series, so while most of the upper part of his body is covered with feathers, the hind legs, part of the tail and snout are still mostly scale-y.

On the bottom pic you have the scale-y design he shows in the manga, only with revised anatomy (for some reason Araki drew his mouth surprisingly similar to that of the Indoraptor) and to better compare how he different (or similar) he looks to his feathered counterpart.
