"To be honestly fair, Philip Finder of Manehatten was already a fairly impressive detective in his own right. Trouble is, Manehatten's crimes recently went beyond the normal murder mysteries when someone started dealing out Gaia Memories. Late one night, after coming across a new case where a woman was frozen to death, Philip finds himself handed a case of what a woman calling herself Shroud tells him to be T2, or refined Gaia Memories. Fast forwards a few days, and after a very public defeat of the Ice Age Dopant, he finds himself handed a new moniker by the city. Masked Rider Nazca."

That's actually intentional, story-wise. That universe's Eternal and Nazca were supposed to be counterparts to each other, actually ideology wise. Eternal was someone who wanted to be famous, acknowledged as a hero. Nazca actually wanted no such thing. Hell, he didn't even want to be a Rider. He only took the powers because it was the only way to save his city.
