Wonderful allies they'll be. I can see them now, derping around in the Netherworld, happy as can be as everything above them goes to pot. Those extra fangs are a wonderful detail - do those connect to venom glands?

Yes, those are the venom fangs, but not exactly extra, as the secondary set of lower fangs got lost. The other differences are the additional spine at the tailtip and slightly different colouration.

So, if they are capable of simple speech, it's not that their throats don't work but that they lack intelligence for proper speech. Also explains the indifference to the Netherworld having been butthumped by the dwarves.
As well as genetic messups from cross-phylum humping.
