I've read somewhere that in Ancient China, petitions were symbolized by a rock. If the emperor decides to pass a petition, he would place a piece of paper below the rock. If he decides to refuse it, he would cover the rock by the paper, and the petitioner would be defeated. And I would wear this shirt to start a conversation about it, then tell people this and look like a smartass.

LOL its funny that now i think about it - in my hometown, when the scissors meets the paper; its still the common "scissors beats paper"; but! when the rock meets the paper, it becomes "ha! my water beats ur rock!"
dont know why tho... but i remember that i did mentioned opened palm hand, when lose against scissors as "paper" & when win against rock as "water" XD;;;;;
