This looks like a friend of mine, who dresses in some way wacky outfits at times, for Halloween and cosplay occasions, always pushing the boundaries of taste and perception. He is just a very strange man, and makes everyone laugh all the time with the things he makes to wear. Oddly enough , he's the quietest man imaginable, and very shy when dressed normally, but once in Character/Costume, he becomes someone else entirely. I'll have to show him this picture. He'll LOVE it :-D
