How Cute! :3 The long hair is pretty, but I'd like to see some more shines on it. Her skin and clothes could use more shading and highlights as well; it would help give them a more three-dimensional feel. Again you have created an amazing background. I love how abstract and eye catching it is.
I have one bit of criticism though. With such a bright background, the girl should be colored less pale. Her hair should be darker and her clothes could be a more brilliant blue, to balance things out.
