The only way for a business to work with that idea is if the effect is temporary, the stone is blatantly overpriced, or if said business has the monopole on dragon employment and sales to dragons...

It is a nice idea, but i don't think a big percentage would use it. There are just too many problems if you think about it in as many ways semebody can.
